PNP to Deploy 15,000 Officers for November 30 Anti-Corruption Rallies
The Philippine National Police (PNP) announced its readiness to secure the large-scale anti-corruption demonstrations scheduled for November 30 at Luneta Park in Manila and the People Power Monument in Quezon City. Acting Police Chief Lieutenant General Jose Melencio Nartatez Jr. revealed that a total of 15,000 police officers will be mobilized to ensure safety and maintain order during the rallies.
Lieutenant General Nartatez emphasized that the deployment aims to guarantee preparedness rather than intimidate participants, stating, "The deployment is not about intimidation, it’s about readiness. We expect large crowds at several locations, so our personnel must be able to promptly respond to emergencies and any unlawful acts."
He further clarified, "A strong law enforcement presence does not mean aggressive action. The directive for maximum tolerance remains in effect."
PNP efforts intend to preserve peaceful and orderly demonstrations while preventing any attempts to provoke violence or compromise public safety. The deployment features around 8,800 officers from the National Capital Region Police Office (NCRPO) and approximately 6,200 from the Special Action Force (SAF) and various regional units.
Key areas of focus include Luneta Park, the People Power Monument, EDSA Shrine, Malacañang vicinity, and important government sites such as the House of Representatives, Senate, and the Independent Commission for Infrastructure.
Although there are no confirmed threats at this time, authorities maintain heightened vigilance. Lieutenant General Nartatez noted, "There are always considerations during large gatherings. Our intelligence monitoring is concentrated on potential agitators. We are working closely with other agencies to prevent any attempts to undermine the peaceful nature of the rally."
In response to previous incidents, such as the September 21 rally, the PNP will implement body-worn cameras during police interactions and deploy human rights affairs officers across the activity zones to ensure transparency and accountability.
"We want to assure the public that the PNP is here to protect, not to obstruct. Our deployment is focused on safeguarding everyone—whether protesters or bystanders," Nartatez affirmed.
He concluded by reaffirming the force's respect for the right to peaceful assembly and its commitment to providing a secure, orderly environment throughout the events on November 30.
